Photoshop updating and running

Is it just me or does Ps not have the intelligence to run while it updates?

Creative Cloud is claiming i do not have a licence and saying updates available... 1 update of Creative Cloud and 1.5 updates of Ps later (time wise... 60 minutes later and counting) and ive not been able to open it... total joke at £30p/m

Im in an area with extremely poor internet connection and what was meant to be a fun evening of staying in and being creative is me clicking on update buttons and refresh on my slow internet...

1. Open CC Desktop App.
2. Click your Avatar (top right image) > Preferences > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar again.
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

Failing that, see Connection Errors below:

Programs that get their update should not run and be in use. If you have poor internet, defer the updating for the time you don't use the software. This has nothing to do with Photoshop especially. That is true for all products on your computer.
