Activation Error Message: "code: E_STREAM_ERROR:WinInet returned 0 (0)".

I continue getting the Error message, "code: E_STREAM_ERROR:WinInet returned 0 (0)".  I have a Windows 8 and I've tried ADE versions 4.0, 3.0, and 2.0.  I need assistance ASAP!  Anyone else overcome this experience?   Thanks in advance.
