ADE message " Copy_Not_Allowed -No Permission to Copy Book"

I have just purchased a Kobo ereader and downloaded a book from my public library. When I move the book on the ADE screen to the reader icon I get the following message: CE_Copy_Not _Allowed -no permission to copy book. Has any one had this problem? - if so, please advise me how to resolve it.
