I get an error message when I try to load ADE

I have deleted ADE and reloaded it. When I do I get a message that the migration tool closed unexpectedly. Now when I download a book, this is the message I get when I try to load it into ADE,

Error getting License. License Server Communication Problem:

E_ACT_NOT_READY

Any help?
