Print restrictions

I purchased a product from the NAIC that was delivered via Adobe Digital Editions.  The file appears to have print restrictions; at first I could only print 200 pages, then the print icon/function was disabled.  Approximately 15 minutes later I was allowed to print 2 pages and then the print function was again disabled.  Subsequently, I can only print 1 page every 15 minutes.  Is this print restriction part of Adobe Digital Editions or is this restriction installed by the NAIC?
