Adobe CC error VCRUNTIME140.dll was not found after installing CC after upgrade to Win10

I upgraded from Win7 to Win10. Downloaded AdobeCC Desktop App and got "The code execution cannot proceed because VCRUNTIME140.dll was not found"  error. It manually uninstalled fine, and reinstalled, fine -- twice. Still got error. I can see that file in the Windows\SysWOW64 folder. Do I need to reinstall the Visual C++ runtime files, as sone have suggested? I know just enough to be worried about finding the right place to download and do that process. Suggestions?

Are you sure you have all the latest Win10 updates?  I ask because Visual C++ comes with your Windows updates.

Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help
