Adobe CC Stuck at 1% "Installing update"

I open adobe CC and it says it is "Installing Update" but gets stuck at 1% and I can't get it to finish downloading or get out of this screen.

I left it over night to download and it still is at 1%

I restarted my computer and re opened it and still says 1%

I restarted the app many times and nothing changed.

How do I fix this?

I am on a PC windows 10 Home 64bit

Have you checked to make sure you have the current version of the CC desktop app installed?

Im going to try to download and install the latest version, and see if that works.
