Adobe Photoshop Bug?

 I recently purchased the Adobe Photography Plan and now everytime I start up Photoshop there will be a random popop on my screen which blocks me from doing anything with the application, I tried closing the popup but it closes the entire application and I even tried resetting my preferences. Does anyone know a solution to this?

1. Open CC Desktop App.
2. Click the gear icon > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar (top right image).
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

Looks like the login screen... Does the loading ring spin endlessly?
Try signing out of the 'Creative Cloud Desktop App' and signing in again - does that help?
