Adobe Photoshop CS3 - Screen resolution

what adobe photoshop CS3 files establish the size/resolution of the program display screen?

My CS3 downloaded, BUT the display of program action buttons (create a line, or .. etc.) are so tiny I can only use program with a high power magnifier!  It's as if the resolution makes program displayed items unuseable.  I adjusted pc resolution to the extremes, however, there was virtually NO change in size of font's and buttons, etc.  Is there a script or something that sets the size of the toolbars, etc. a file that I might be able to modify to make screen 'readable"?
