Cant uninstall or open Creative Cloud

I bought a subscription for After effects and when I was using an adobe application my entire pc slowed down and crashed. It's a high end PC as well. This never happened until I got this stupid Creative Cloud app. When I checked my reliability history the only thing that went wrong was Adobe Creative Cloud not working at the same time it happened. So now I want to uninstall the stupid application but it won't let me. It won't pop up. its just sitting there and I don't want to install a cleaner application because I don't want my PC getting jacked up even more because apparently Adobe products stick to your PC regardless of what you do.

Try the following steps:

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
