Creative Cloud Desktop App not installing Windows 10 Business 1903

Hi,

I have a new imaged Surface Pro 3 with Windows 10 Business 1903 (Build 18362).

I have downloaded the desktop app client but when launching the installer the Adobe logo flashes up on the screen then disappears after a couple of seconds.

I have also tried the manual installer and the same thing occurs.

Is their any reason why this won't install on this version of Windows?

The specs of the machine are:CPU:  i5-4300@1.90GHZ,  2- Cores,

64 bit OS

MEMORY: 4GNB Memory

is there a log file somewhere that I can check why both installers fail?

Refer to minimum system requirements for Creative Cloud desktop app +  OS + the other apps you intend to use. 

Adobe Creative Cloud system requirements

4GB of Ram memory is not much for pro level software.  As you can see from this chart, it doesn't give you much wiggle room  to support high level graphics, video, animations, etc...  8 GB is about the lowest I would go.   32 is better.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

Hi  tried the cscleaner tool  but as there was no product to remove this was not helpful.

What i'm saying is that the Adobe Creative Desktop Client app does not install at all.

And there is no error code prompt. Nothing happens after running the installers. The logo pops up then disappears.

Is it because the machine is too low spec'd?

no, 4gb ram is enough to install the cc desktop app and some adobe programs.
