Creative Cloud Desktop keeps opening

About 2 updates ago, I started having issue with the CC desktop. I can be playing Overwatch, Sims 4, browsing web pages and Creative Cloud will pop open and ask if I want to save my preferences. Is this a bug? I did uninstall version 2018 of Photoshop and after that, this pop up will not go away. It opens randomly whenever I am on the computer, no matter what program I am using.

I uninstalled the desktop using the tool, but I would like to be able to manage the Adobe fonts I use and keep up with my Photohshop updates. Any help would be greatly appreciated!
