Creative Cloud installation won't go past 43%

Question

I have been trying to update Creative Cloud for months now so that I can update LR CC because my new Sony cam is not supported. Finally I was able to uninstall it but now I am unable to reinstall the app, it stays stuck on 43% for days.

Adobe even connected to my computer to see if they could fix it and they were unable to also. Has anyone else had this issue?

I was running High Sierra but updated to Mojave last night and it still isn't working.

1) Close all CC applications eg Photoshop, Illustrator etc.

2) Sign out of CC desktop app and quit it so it closes (and not just goes into the background)

3) Reopen CC as administrator and sign in

4) Begin Download again

if that fails again at ~42%, empty your tmp (or temp) folder and change permissions to allow all users to make changes on it.
