Creative cloud stuck on reload Apps

Hello,

I am trying to install premier on my desktop however when I open the creative cloud App im met with a reload apps screen.  When I click reload apps it spins for a secon and doesnt change anything.  I have seen other forums saying to reinstall creative cloud however when I try to do so It says I have apps that require creative cloud.  When I try to uninstall the apps I am met with the reload screen.  Any Help is greatly appreciated
