As you have mentioned you are getting Error code 44 when trying to install Adobe Creative Cloud desktop app, and you have tried multiple troubleshooting steps to resolve it, however, the issue still persists.

I would suggest using the direct download links given here: Download Creative Cloud desktop app, to download and install the Adobe Creative Cloud Desktop app.

If it still fails then I would recommend performing all the steps given in the following help document to check and confirm that there are no network connectivity issues: Resolve connection errors with Adobe Creative Cloud and Creative Suite applications. (Network connectivity or stability issues can prevent the installer from copying a necessary file or folder.)
