Free photoshop for students per our tech dept. how to download and work

Hi. Our students are supposed to have free access to photoshop and lightroom. Some are not able to download, because they were using a free trial version and now it is not letting them continue. I received instructions from our tech department and that did not help. Does anyone have a step by step way to do this.
