I cant download Premier Pro

Hi all! I am a student and my college has closed down due to the covid 19 pandemic.  My digital arts professor has contacted adobe and has gotten us access to photoshop and premeir from home so long as we download it.  The thing is, I downloaded Photoshop and its working perfectly fine, but now I am unable to download Premier and i keep recieving a pop up that says Creative Cloud is either "missing or damaged" and is "needed to perform this action".  Trouble is, I have the Creative Cloud installed and have tried the repair option a few times now and nothing is changing.  If anyone knows how to get around this I'd appreciate the help! Also, if its important, I am using a Microsoft Surface.
