last chance to retry any app for free?

I am confused at why I would be prompted that this is the "last chance to retry any app for free" since I have the full on cc plan.

Does this mean after it passes, I am only allowed to use the apps I have installed and any new install of an app I am not suing will be extra?

I thought that was what paying the exborbant all in clusive CC fee was for?
