Mac Lightroom 8.0 edit in Photoshop 20.0.0 not working

Hello,

I upgraded to the latest version of Lightroom Classic and Photoshop CC yesterday and in spite of all of my best efforts, I can not get edit in photoshop to work with images that are stored on an external hard drive.

Here are the things I have tried to fix it and so far none of them have worked.

Reset the plist in photoshop.

Adobe Cleaner tool to get rid of any old installs

Adobe cleaner to get rid of LR and PS (the latest version)

Installing the latest versions again

Using ps_picker.lrdevplugin to tell Lightroom where to look for photoshop

Disabling and trashing time machine backups

I am not working with smart previews and the use graphic processor is not checked in the preferences.

Here is my system info if it helps.

Mac OS High Sierra 10.13.6

Imac (retina 5K. 27 inch 2017

Processor 4.2 GHz Intel Core i7

Memory  32 GB 2400 MHz DDR4

Graphics Radeon Pro 580 8192 MB

I can open an image that is stored on my mac's internal drive, but because I am a professional photographer with 30TB of raw images that I work from I have to use an external system to store them. I create a new catalog for each shoot and store the catalogs on my internal hardrive.

Is there something I am missing? And how can I get back to the prior versions of LR Classic and PS CC if I can not resolve this issue.

What is happening since yesterday when I re-installed Photoshop (it was previously installed and working, but appeared as not installed on Creative Cloud apps list):
When I click on "Edit in Photoshop CC 2019" on a Lightroom RWL image, the image opens in Photoshop, but it is non-editable. Everything is grayed out, layers, image adjustments, etc.But if I choose two or more images and click on "Open as layers in Photohop"... everything works fine!!!
