problem installing adobe photoshop cc 2018

I was installing photoshop cc 2018 in my win 10, but it said I need to update the creative cloud. I did update the app but when I tried to install again, it keeps said I need to update the creative cloud even though I just updated it. So I uninstalled everything and tried to install it again but the same problem appears again.

I can't find the problem.

Do you have do a clean reinstallation?

If not please follow the steps below:

uninstall cc apps (including preferences) -> https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
uninstall the cc desktop app -> https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files with the Adobe Cleaner Tool -> http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this!!)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 in the linked document)
https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your appropriate cc programs/trials

If this doesn't help, please create in Windows a new user account with administrator rights and try installing Photoshop under this new account.
