My question regards if I upgrade my adobe cloud from stand alone programs to all programs, will I be accredited the amount that I already have payed for the standalone programs? Today I have Adobe Premier and Adobe After effect.
Is the answer to my question the same if I upgrade to a student account. Recently I quit my job and signed up to study?

First this is a user to user forum, so most of the advice will be given by users. This is not an Adobe commitment. To get in touch with Adobe Contact Customer Care . You will need to do that anyhow to avoid some caveats.
If you have CS6 or lower versions, you may get a special "upgrade" price. These actions are regional, and may not be available in your region or may simply be no more available.
If you are on an annual subscription, you have 2 different plans. One needs to be cancelled, the other needs to be upgraded. To avoid the early cancellation fee, you need to Contact Customer Care . The same to change your subscription to a student subscription. For getting a student subscription, you need to prove your status.
