Local Disk As Remote Test Sever

I have some php based applications for my site. I there any way to setup folders, or an application on the harddrive to where I will not have to upload the files to test thing, and get them setup to work properly?

Of course. Install PHP on your computer and configure it to serve your
webpages locally.
