Adobe Illustrator infinite buffering Windows 11

Question

Any install of Adobe Illustrator keeps buffering. It loads up fine, but when I get to the homepage and try to press the 'file' tab, it keeps closing automatically (It does this with every tab, I can only open the files on the homescreen). Furthermore, whenever I open Adobe Illustrator, my mouse cursor keeps showing the buffering icon, whether I'm in the software or not. I just did a fresh install of Windows 11, brand spanking new, all my drivers are up to date, I did multiple reinstalls with pc restarts inbetween (I also tried installing older versions and the problem persists). Adobe Photoshop still functions normally.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
