Artboards not rounding to whole pixel

As far as I can tell this has been a bug in Illustrator for ages, and I'm not sure if this is fixed yet?
I create a large number of artboards for work, and all of my artboards are not snapped to whole pixel locations; my x and y coordinates will be values like 418.32px locations. 
I'm not sure how this is a benefit to the user in any way, or why there is no option to change this. When I export it ends up adding an extra pixel to my artboards.  Extremely frustrating and a big time suck.

Which unit is set up for your document and could you please show a screenshot with the artboard art its positioning and the reference point location?
