Bleed altering artwork size

Hello, I am designing banners that had specifications of 36x90 for the main body, a 31x84 "safe zone" and 3.5 inches of bleed. I input the bleed into the document setup at 3.5 inches per side, but I disable the "include bleed" option when exporting as a pdf. 

 

When checking the artboard size on the .ai file, it is listed as 36x90, and it is also 36x90 when I examine file properties on the acrobat pdf export. However, when sending the files to the vendor, it is the wrong size at 38x91. Is there a way to fix this? Did I set up the file wrong? I was a bit confused about the document setup because the specifications said that the bleed zone should be 3.5 inches, but the overall size of the bleed would be 38x91? Any advice helps!

Why are you disabling "include bleed?" That defeats the purpose of having the bleed, because the file you are sending to the printer does not have any bleed included.

Apologies i'm a bit inexperienced when it comes to illustrator. I thought the same about the bleed, but my coworker that requested the files kept mentioning that there was a white outline around the file when exported and that I should remove it, which was only solved by excluding the bleed on export

If your co-worker does not want the white, then they will have to do without the crop marks (which may be how they need it - ask about this). Here are two files of the same size with the same bleed - they are both exported with bleed - the one on the left does not include any of the printer marks.
