Error when exporting artboard

Whenever I try to export this artboard as a pdf it comes out weird. The image is embedded and all layers unlocked. I cannot understand why this is happening. I have to export it as a pdf to keep it as vectorized as possible as it will be used in a brochure for a property development company. Any help/advice appreciated.

Are there any links to other documents?
I had a somewhat similar issue with exporting yesterday and had to remove the link and do the place again to make the Export work.

What are we looking at in the second screenshot? Did you hide the image?

 

It's normal that images are embedded in a PDF. So the question is, why does the image exist? Did you use any effects in the creation of this?

The second screenshot is what the artboard looks like when its exported to a pdf. No images or layers are hidden and nothing is locked.

 

No effects were used. The image was just placed in there and fitted to size. I embed it and cropped it but i never had issues with that in the past effecting images.

What kind of image is it? Anything special about it? Filetype, color?

Are all the layers Print enabled?

Yes. Everything seems normal when i print it directly from illustrator

What are you viewing the pdf in? You should use Acrobat...
