Help on achieving this effect on ILLUSTRATOR

All somewhat related, but still missing great parts.

That's a pretty cool effect. I like how the wave direction on each circle is originating from the center. The intensity of the waves must be created using a pixel-based source image with a certain amount of blur applied to it (otherwise the change in wave intensity would not be gradual). But, yeah, it looks like a good bit of coding work similar to what would go into an effects plugin would have to be written to generate this kind of effect. If the effect can be generated automatically by the tool set in either Illustrator or Photoshop I'd sure like to see a recipe for doing so.
