Illustrator 28.1 is hanging on opening file launch window

It keeps hanging, I'm getting the pinwheel. I'm unable to open files, however it does open the launch new/open file window and I am able to see my recent file thumbnails.
Additionally, on a previously opened file, it gave me:

To Place or open this file in other applications, it should be re-saved from Adobe Illustrator with the "Create PDF Compatible File" option turned on. This option is in the Illustrator Native Format Options dialog box, which appears when saving an Adobe Illustrator file using the Save As command."
I have uninstalled Illustrator and reinstalled it, same problem. I have signed out of CC, signed back in, same problem.
