Need help with offset path using JS

Hello everyone! I need some help with the script. I have a batch of files where I need to do an offset path around the design. I have 3 kinds of designs:

    1        2 3

The pink path is a cut contour, black one is the offset. 

In 1st picture is the correct offset path and I using an action to do this part of the job.

My issue is that when designs are crossed(2) it requires them to be united.

If there is a contour inside(3) I don't need to do an offset path (only an outside offset path).

Does anyone have a solution by chance?
