No swatches in Illustrator

I have Version 27.7 of Illustrator. Every time I open the swatches panel, it only shows Registration and None. It doesn't even load the default swatches or the custom swatches that I have saved in my library.

I have done the whole process of manually adding them from the libraries menu and saving to swatches multiple times. It works for the time being, but it resets when I close out.

Is there a way to not have to do this each time I open Illustrator?

You can load your custom swatches and select Persistent from the panel menu.

Or create a New Document Preset that has your swatches and use that preset to create new documents.

Do you create a New file based on a preset or open an image or PDF?

Images do not contain swatches.

I see now that whenever I open a new document from scratch, it has the default swatches but not my custom swatches. I guess my first question would be in that case, is it possible to have my custom swatches loaded along with the default ones without having to load them in manually?

I see that when I open an image, i am left with no swatches at all. My second question is if it's possible to have my swatches loaded in all the time, as they are in Photoshop? To have to load in swatches every time I open an image feels inefficient.
