Same size individual letters

In the Character panel menu you have the option to turn on Type size options:

With that you can set he type size by capitel letter height:

Circus only has capital letters. You can enter the size in whatever unit Illustrator supports.

I would say, test out working with guides.
You'll find them here:

That way you can make a sort of template for your letters.

In case you are trying to redraw a font, you can make yourself a "template". That is make guides for each letter (how wide, how high) a guide for ascenders, a guide for descenders. I won't expand on how many you guides you need, because it depends if you're using roman letters, cyrillic, or any other type, as rules are diffrent.

But basically, it should look like that with the guides on, which make it super easy to get a consistent height for each letter.

You can also use a grid (see help files link above) but you'll find it easier with guides.

As I (mis)understand it, you can, keeping the live Type:

1) Tick Use Preview Bounds in the General Preferences,

2) Apply Outline Object under Path in Effect,

3) Set the size.

Remember to untick the former when you wish to work normally again.
