Turning illustrator project into "one image"

Trying to use the mockup feature, but it won't work unless the artwork is "one image". "merge" and "flatten" from the layers panel don't do it and pathfinder > merge ruins the design. 

I've been banging my head against this forever and I figured there has GOT to be an easy way.

There is a pixel image in the background, right? ANd the QR codes are what? Illustrator artwork or placed EPS?

That won't work.

You can try and select the design and make a symbol in order to trick Illustrator. But if that doesn't work, then that's it.

The QR codes were originally pdfs but were vectorized.

And turning them into symbols actually did kindof work, but now I have a problem with illustrator not using artboards no matter how I do it; 'use artboard', 'clip to artboard', 'save', 'export', 'export for web', etc. It's always something

What's the reason for "making it into one image"? I was thinking it's because you want to make a mockup.
