Very Unsual Smart Guides Problem

The Smart guides are not working correctly anymore in several ways. When trying to add an anchor point to an object or move it there are no smart guides to help align it. If I want use the object tool there are no guides at all while hovering unless a random object in my canvas is selected, then all of a suddeny smart guides work again and the tool can align with anything on the canvas. Once an object is created then it always has smart guides available when moving but not when trying to create it aka hovering with the object tool.
