Consistent spacing between categories of variable length

I made a template but it doesn't accommodate for variation in length of data (see circled), which occurs in most of the Sample Text fields at some point throughout the document.

 

I am totally stumped about how to produce what the below diagram depicts:

At first i thought i could simply create a simple two-column text field, begin by entering my Page Title in that paragraph style, and shift-enter to a new paragraph style, all defined paragraph styles having desired space after each paragraph. However, I soon ran into issues with line break not breaking to the next line, but rather the next column, and then when I solved that issue, I realized that I wasn't able to have different paragraph styles surrounding a line break:

 So what is the way of doing this seemingly basic task of creating a dynamic and consistent template for a handful of headings and bodies?

Hi @Charlie329572228uvx , You can use Space Before and Space After in the headline’s paragraph formatting. This is a single, two column text frame:

I am not sure I am interpreting your description and diagram correctly, but to start with there's no good reason for the content to be in individual text boxes. Using a simple —

 

HEAD

Item Text

HEAD

Item Text

 

— paragraph flow, with proper spacing, keep options and the like should achieve what you want, without any restrictions of how each entry is formatted.

How do I create HEAD and Item Text? Are those paragraph styles? What settings in Keep Options specifically? Could you kindly elaborate on the above steps?
