Drop-down menu of text anchors

Hi all. I am very new to inDesign, and am looking for a way to create a drop-down menu of text anchors. Essentially, I will be creating a blank table and would like the user to fill the table by selecting from a list of activities in a drop-down menu. Once they have filled in their table, I would like the user to have the ability to click on their selection, which will take them to the instructions for that activity within the document. Is this even possible or am I dreaming? Thanks in advance!
