How to make Yearbook Style Multiple Anchored Objects?

The project is a yearbook style booklet. Each page has a grid of 20 photos with name caption below each. In the past, I've had to add/delete/move these manually when the roster changes. I thought I could make this easier by grouping each entry, and pasting into a text box which, of course, is threaded. That way, if I change something, all the entries will shift. I set tabs and space after distance. It's about 95% functional.

The problem is, after I do a page, and I see that spacing needs adjustment, I can't do it without throwing the page out of whack. If I move one entry, up or down, it will cause others in the row to move. I can't get the whole row to stay where I put them.

Data Merge is not an option.
