Hard to know what you've tried

Try resetting your preferences:

Windows: Start InDesign, and then press Shift+Ctrl+Alt. Click Yes when asked if you want to delete preference files.
macOS: While pressing Shift+Option+Command+Control, start InDesign. Click Yes when asked if you want to delete preference files.
A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.

Reinstalling rarely fixes everything - you can do a complete reinstall using the

your version of macOS? make sure it's up-to-date whether it's Ventura or Sonoma.

@Leo-M is correct. Keeping up with current OS versions is very important:

Current versions:

Sonoma - 14.4.1

Ventura - 13.6.6

The solution which works most consistently when installing a new InDesign version when you're having those kind of problems is to restore the InDesign preferences. Follow the instructions on this web page:

https://www.rockymountaintraining.com/adobe-indesign-rebuilding-preferences-cache/

Tbe instructions at the top of the page which refer to InDesign 9.3 also apply to InDesign 9.4.
