Why is left justification style not filling text frame on RHS, where as justified with last line left does?

This is a paragraph style with left justification that leaves a lot of white space on the right hand side of the screen.

When the paragraph is changed to "Justification with Last Line Left Justified" it puts several more words into each line and fills the frame with text:

Any obvious reason why this is happening?

I can post a file if need be.

The most obvious reason is because you enabled "Balance Ragged Lines". This equalizes the line lengths, rather than the default to fill as much as possible and leaving the last line shorter.

Check that Balance Ragged Lines is not selected

Ah that was it, thanks. I had turned it on for something else in this template and forgot I'd done that, I don't use it much ever so wasn't open my radar. Now I know exactly what that function does thanks to the links you and Jongware provided.
