I've had the same issue as you today, after updating MacOS today (incremental update). Every attempt resulted in the spinning beach ball at launch, with no option except force quite.

I did everything - plists, reinstall Creative Cloud, manually delete preferences etc, even the Creative Cloud Cleaner Tool. The only additional thing I hadn't done was "metrics.json" as @johnrellis suggested. This was the step that allowed a successful launch. Finally. I hope it works for you too.

I followed your advice and it seems to have worked. I also had to restore
the sync process, but I'm keeping my fingers crossed that this solves the
problem. Hopefully Adobe will provide some updates for Ventura soon.

Thanks again

Initial troubleshooting steps:

1. Ensure LR is granted Full Disk Access (not Files And Folders) permission:
https://community.adobe.com/t5/lightroom-classic-discussions/quick-tips-how-to-give-full-disk-access-to-lightroom-classic-on-macos/m-p/12913413

2. Delete the file "metrics.json" if it exists:

3. Delete all Creative Cloud apps using the Creative Cloud Cleaner tool, then reinstall LR:
