Cannot Open As Layers In Photoshop

Question

I am trying two open two CR2 files in Lightroom Classic as Layers in Photoshop, but I just keep getting an error message that 'Photoshop could not launch' even though it is already open.  I have reinstalled both and reset my preferences in Ps.  I am using Windows and all my Adobe Apps are up to date. Where do I go now?

Sorry about the trouble with Lightroom Classic. We're here to help.

Could you please share the exact version of Photoshop and Lightroom (Help > About Photoshop & Lightroom) and the version of Windows on your computer? Is it happening with the two CR2 files or other files as well? What are your system specifications?

Would you mind sharing your workflow with us?

Do you work with Smart previews? If yes, make sure that the original file must be accessible if you edit the pictures in Photoshop.
