Cursor won't move after applying a rating

I have an odd issue. Version 12.3 Windows 10. I have Moving to Next Picture after Rating turned on. When I apply a rating using my number keypad to an image while in Develop, it advances to the next image just fine, but then pressing the right cursor button does not move to the next image after that. I have to manualy select the next image, then right-cursor works fine, until I apply the next rating number. I cannot move from image to image until I manualy select the next image. This doesn't happen all the time, but I'd guess 80% of the time. I've upgraded through several versions but no change.
