Film Strip survey mode acts same as grid view in 13.01.1

Issue: Film Strip/survey mode acts same as grid view in 13.01.1 when trying to initiate command on single image - prior versions would action only on highlighted image, now all selected imges take on command

• Lightroom Classic Version Number: 13.0.1
• OS Version Number: 13.5.2

Steps to reproduce:

1.  Select multiple images in survey mode
2.  Have single image highlighted
3.  press delete, or flag, color etc or any command at all
4.  all images are affected instead of just highlighted image

Expected result: in prior versions of classic only highlighted image would be affected by command
Actual result: all images slected in survey are affected by command
