Lightroom Classic and Mobile are out of sync

Running the latest for both

I imported about 2000 photos to lightroom classic, created a collection, sync collection to mobile

On my phone, I went thru and marked about 300 photos with rating of 1

Went back to lightroom classic, the rating do not show up

The sync button on both side indicate completed successfully

I used the same process to rate photos a few months without any issues

What has changed recently that cause this bug?  How do I revert back to a working version?

Are both devices with lightroom connected to a proper network connection? Does the rating show in https://lightroom.adobe.com/

Could you please share the system info of Lightroom Classic from Help > System info > Copy & paste into a text document > upload to Creative Cloud files (https://assets.adobe.com/files) and share with us?

You can revert to the earlier version and check if that works: https://helpx.adobe.com/lightroom-classic/kb/roll-back-to-prior-update.html.

The problem is I dont know which exact version work so no idea which to roll back to.  I have solid wifi connection for both devices.  I notice the problem is happening on both direction - when I change rating or do an edit inside LR classic, the change not visible on the mobile device and vice versa, even though the cloud icon on the top right handle corner says everything is sycned.  However if I keep restarting LR then it may get sync at some point.  The LR sync is very unreliable.
