Photos not syncing across devices after MacOS upgrade

I recently (regrettably) upgraded my MacOS to Sonoma.  Ever since then, any photos I try to sync in LR from my desktop do not appear on my phone or my ipad.  Also, if I sync something from my phone or ipad, it does not show up on my desktop.  I spent three hours on a chat with an agent to no avail, and was promised a phone call tonight and never got it, so I am starting to lose hope I can get this resolved.  There is something going on where my desktop is not communicating with the other devices but I can't digure out what it is.
