Preferences not launching

My preferences will not launch properly. when it does i only get general and presets, everything else is blank. i have reinstalled lightroom and rebooted my mac but it still does the same. any suggestions?

Try resetting the preferences of Lightroom Classic:  https://helpx.adobe.com/lightroom-classic/help/setting-preferences-lightroom.html

Backup your preferences prior to resetting the preferences:

Have just tried to launch preferences after restarting and now i cannot open preferences at all.

Have just rebooted lightroom for the fourth time and now seems ok. not sure what was happening. thanks for your help though.
