What is the best way [to transfer photos and catalog to a new PC]?

My current Windows 10 desktop PC is a AMD 16 cores threadripper CPU and a internal hard drive storage for lightroom classic. I have plan to retire this system and upgrade my desktop PC to a more powerful system with a larger storage hard drive.  What is the best way to transfer all my photos and catalog over to the new PC?  Can I copy all the photos and catalog to the new storage hard drive.  Log off lightroom on the old PC, then install lightroom classic into the new PC.  Then click on the catalog to open lightroom and relink all the photos?  Is this the right way?
