White balance dropdown list does not show, all that's shows is auto, as shot & custom.

Then I guess you are looking at a JPG, TIFF or PSD.

You will only see more options for a raw image (NEF, ARW, CR3, etc)

 

And the WB slider changes also-

For JPGs TIFs (rendered images) you will see -100 <> +100

For raw files you will see the Kelvin degrees 'Temp' slider.

RGB files already have a 'baked in' white balance. That means that the temperature and tint sliders in Lightroom can no longer set the white balance like they do with raw files, but can only make a correction. That explains the different behavior and different presets.
