Windows 11: Cannot create a catalog in c:\users\pictures

Lightroom Classic cannot create a catalog on C:\Pictures in Windows 11.  Is there a way to allow it?

Turns out Lightroom was being blocked by windows defender ransomware protection.  Add Lightroom to the allowed apps and Bob's your uncle.

I also suggest excluding the folder with the catalog, smart previews and the previews from AV scanning.

Personally, I also exclude the picture's folder.
