Attempting to export a HEIC file to JPG

I keep getting the following error message even though I am logged in and have an active subscription on my Windows 10 PC.

"HEIC files are only supported with an active subscription (1)"

I can export them on my iPhone OK.

Any suggestions how I can fix this?
