Can’t import pictures to all photos..pending pictures

 Since the 1st of September I tried to fix this issue with Lightroom, non of my pictures was importing for  a week ,it shows that it uploads the pictures but pending them in the importing step for more than a week to import, on the 7th of September it finally uploaded some of them, after couple of hours it stopped working again, I contacted the support chat service for up to 4 hours for each chat (I talked to 3 of them) they didn't understand the issue, I already after the first week I couldn't share any pf mh pictures from the photos app, I even tried many other tips like I paid for the premium yearly subscription, deleted the app and download it again, changing the wifi, using 4G, using hotspot, changed the SMS card,changing some settings and sharing my photos to Lightroom in every way I could.
